astronomerjim, your guess to your question is correct. Photons of light, which are massless particles, do not experience what we would call the flow of time.

Weird but true.

And even if they did perceive anything, traveling at light-speed, they would experience no time. So, I suppose in this sense, light doesn't really move, not from its perspective.
