I would guess it is some sort of refraction effect. The sun of off to the right of the picture, say 20deg away
Any ideas

It's a parhelion or 'Sun dog'.
A 22° ring around the Sun, brightest at elevation equal to that of the Sun.
Called a 'dog' because it follows its master (the Sun) as it traverses the sky.

. This halo phenomenon is very common.
I see it about 50 times a year.
sometimes it is so bright that it lacks colour and looks like a second and sometimes a third sun.
And the 22° halo usually a partial ring is almost as common.
There are many different types of Halo and the corona is also nice.
