ISS I think.

2019 July 17
01.57 UT approx saw white brightening light rising from west or slightly north of west.
Max elevation 55 degrees approx. magnitude minus 3.0 or maybe minus 3.5. Clear sky I think, but transparency not great.

Last seen fading about mag 2 at about 18 degree elevation azimuth about 120. Cut off by roofline opposite. 02.00.55 UT.

Unaided eyes and 8x32 binocular.

Didn't see any NLC but transparency not good at low elevation.

I looked up Heavens Above ISS and it says approx.

17 July -3.9 2 54 30 start 10 deg alt W
2 57 50 66 deg SSW
03.01.05 10 deg ESE.

So it was the ISS, although it was about 10 degrees higher than I thought at maximum.
They use BST.
